Mr. Richard K. Bell is a career member of the Senior Foreign Service with the rank
of Counselor. Prior to his current temporary duty starting in September 2018 as
Chargé d’Affaires, a.i. at the U.S. Embassy in N’Djamena, Chad, he served as the
Foreign Policy Advisor at the US Africa Command (AFRICOM) in Stuttgart,
Germany from September 2015 to August 2018.
From 2012 to 2015, he served as Deputy Chief of Mission at the U.S. Embassy in
Niamey, Niger; during that time, he was Chargé d’Affaires, a.i. for a year
(September 2013 – September 2014).
Prior positions include: Counselor for Political and Economic Affairs at the U.S.
Embassy in Copenhagen, Denmark 2009-2012, and Team Leader of the Provincial
Reconstruction Team in Salahaddin Province, Iraq 2008-2009.
Since joining the Foreign Service in 1991, he also served in the United Kingdom,
Kuwait, Ethiopia, Madagascar, Washington, DC, Haiti, and Israel.
Mr. Bell received his MS in Management from Boston University and his BA in
French from Pennsylvania State University.
His foreign languages include fluent French and semi-fluent Arabic, with
smatterings of Hebrew and Haitian Creole.
